About the Early Childhood Education Endowment

Established in 2025, the Early Childhood Education Endowment provides a permanent funding source to strengthen Connecticut’s early childhood education system.

Beginning in Fiscal Year 2028, the Endowment will help make early childhood education more affordable by providing care at no cost to eligible families enrolled in Early Start, Connecticut’s state-funded program and who earn up to $100,000 annually. Families earning more than $100,000 will pay no more than 7% of household income.

In addition to expanding access to affordable, high-quality care, the Endowment will support the early childhood education workforce through initiatives focused on wages and compensation, scholarships, and health insurance subsidies.

Launched with an initial $300 million investment from the Fiscal Year 2025 state surplus, the Endowment received an additional $411 million in contributions at the end of Fiscal Year 2026. The Endowment is invested by the Office of the State Treasurer, earning 15.13% in Fiscal Year 2026, bringing its total value to $735.9 million as of June 30, 2026.

The Endowment is administered by the Office of the State Treasurer and guided by an advisory board. The Board is chaired by three co-chairs:

  • Commissioner Elena Trueworthy, Office of Early Childhood
  • Senator Ceci Maher
  • Representative Kate Farrar
